The Office of Special Counsel (OSC) handles claims of wrongdoing within the executive branch of the federal government from current federal employees, former employees, and applicants for federal employment. (For purposes of this section, former and current employees, and applicants for federal employment are all “employees.”) The OSC unit responsible for this work is the Disclosure Unit.
The Disclosure Unit reviews five types of disclosures specified in the statute:
  1. Violation of a law, rule, or regulation;
  2. Gross mismanagement;
  3. A gross waste of funds;
  4. An abuse of authority; and/or
  5. A substantial and specific danger to public health or safety.
Federal law establishes a unique process for disclosures made to OSC. This process is intended to guarantee the confidentiality of the whistleblower and ensure that wrongdoing is investigated and corrected. In brief, when a whistleblower disclosure is filed with OSC:
  1. The Special Counsel may order an agency head to investigate and report on the disclosure;
  2. After the investigation, the Special Counsel may send the agency’s report, the whistleblower’s comments, and the Special Counsel's determination as to the completeness and apparent reasonableness of the agency report, to the President and congressional oversight committees; and
  3. The information transmitted to the President may be made public on OSC's website.
OSC does not have independent investigative authority in these cases. However, Congress has given OSC an important oversight role in reviewing government investigations of potential misconduct.
The system can be beneficial to improving government operations in two ways. First, based upon a complaint by a whistleblower, OSC may require an agency to investigate the alleged wrongdoing, even if it is reluctant to do so. Second, OSC provides an important accountability and quality control function in the investigative process. The whistleblowers, who are commonly experts on the subject matter of the allegations, are invited to comment on the quality of the agency investigation and corrective actions prescribed. OSC also maintains a dialogue with the investigating agency to make sure that the actions taken are reasonable and address the concerns raised by the whistleblowers.

If you have information about a possible antitrust violation or potential anticompetitive activity, use the following questions as a guideline to describe your complaint:
  • What are the names of companies, individuals, or organizations that are involved?

How We Handle Your Complaint

The Antitrust Division’s Citizen Complaint Center (CCC) handles complaints in the following way:
  1. The CCC creates a record of the information that you provided.
  2. The CCC conducts a preliminary review of your complaint for possible antitrust violations.
  3. If your complaint raises sufficient concern under the Federal antitrust laws, the CCC refers it to the appropriate Division legal staff where additional research may lead to a formal investigation into the reported conduct.
  4. If the Division needs more information, we will contact you typically within one month of submitting your complaint. Due to the confidential nature of Division investigations, you will not be notified if we open an investigation.
In some instances, the volume of mail, e-mail, and phone calls on a particular issue is so great that we cannot respond to each message individually. We would like you to know, however, that your views are important and all incoming correspondence is reviewed for possible antitrust violations.

Our Confidentiality Policy and Privacy Policy apply to all complaints received by the Antitrust Division.

Criminal Antitrust Leniency Program for Corporations and Individuals

Individuals or companies who (a) believe they may have been involved in criminal antitrust violations and (b) cooperate with the Antitrust Division can avoid criminal conviction, fines, and prison sentences if they meet the conditions of the Division’s Leniency Program.

Hollywood, Calif. November 27, 2014 – Today on Thursday, November 27, 2014 at 3:00pm, Food on Foot will provide the homeless and poor with warm sleeping bags, bus tokens and a healthy meal with snacks on Thanksgiving Day in Hollywood in the parking lot of the Gay and Lesbian Center - 1625 North Schrader Avenue, 90028.

With over 100 volunteers scheduled, along with Food on Foot’s founder, Jay Goldinger, over
500 needy individuals will be very grateful this Thanksgiving season. In Food on Foot’s 19
year providing food to the homeless and poor, Jay says, “It’s so humbling when you are able to provide for hundreds of individuals that are unable to provide for themselves during the
holidays.”

Food on Foot introduced a program in 1999 called Work for Food and is still going strong
today. Work for Food is a 7-day-a-week trash clean-up program, providing assistance in the
transition of full-time employment and life off the streets.

Food on Foot is a nonprofit organization dedicated to providing the poor and homeless of Los Angeles with nutritious meals, clothing, and assistance in the transition to employment and life off the streets.

Food on Foot operates a weekly meal program that serves as a gateway to their Work for Food program every Sunday in Hollywood. In fact, Food on Foot has been serving the homeless and poor for over 977 consecutive weeks. Food on Foot began in March 1996 as one man’s response to the hunger he witnessed among the poor and homeless of Hollywood. What initially began as the distribution of meals from the trunk of a car has grown through dedication of its volunteers and donors, and now serves more than 200 meals each week to homeless, disabled, elderly and low-income adults and children.
