MICHIGAN FILM OFFICE: FY 2012 Funds update
As most of you know, the transition from the current film incentive program structure to the new appropriation-based structure is arriving, with these Fiscal Year 2012 funds becoming available on October 1, 2011. However, as it stands now, it does not appear SB 569, which lays out our program parameters –how that $25 million is to be awarded – will be in place by then.
As a result, we will not be accepting incentive applications for the new FY 2012 funding until the framework for the program has been set by the Legislature.
Recognizing there are many projects currently planning to submit applications on October 1, we feel this is the best course of action for several reasons – the primary of which are ensuring certainty and consistency within the Michigan film incentive program. With everything in SB 569 subject to change at this stage in the process, we simply do not yet have answers to many of the most basic questions projects have when applying for the film incentives. We also want to ensure all projects approved under the new funding are approved using the same set of criteria regardless of when in the fiscal year they apply.
For those that currently have an application pending with the Film Office, those projects will continue to be reviewed under the current guidelines. But please note: all projects currently under review wishing to be eligible for FY 2012 funding will have to reapply when the new applications become available.
While we know the Senate definitively intends to take up SB 569, we do not yet know when the Legislature will complete its work on this proposed legislation. However, we will stay in contact throughout the process and report new information as things move forward.
